This document reflects the results of construction industry labor-market analysis. In the report dominant tendencies of construction and construction labor-market, average salaries of construction specialists for the first half of 2007 are given. The document is intended for middle- and top-management of construction companies.

Introduction

Russia gained a chance to invest into construction and industry owing to higher prices for energy supplies. Such large companies as BOUYGUES, HOCHTIEF, STRABAG, VINCI, CODEST are now working on the Russian market. Active development of the field requires qualified personnel, knowing either international or Russian construction standards and speaking foreign languages.

Moscow and Saint-Petersburg are the most developed regions as far as construction is concerned. Nevertheless the development of construction industry in regions of Russia is also considerable particularly in Nizhniy Novgorod, Yaroslavl and other big cities which are the main traffic centers of Russia (Yekaterinburg, Novosibirsk, less in Vladivostok)

 

Labor market

There is a lack of experienced specialists, particularly specialists speaking foreign languages and knowing international construction standards on the market nowadays.

There are 3 ways of labor force reproduction in this situation:

1.      To hire specialists fresh from university, saving on salary and being able to breed a highly-qualified specialist in 1-2 years.

2.      To hire experienced specialists who took part in Soviet military and industrial construction projects.

3.      To outbid required specialists speaking foreign languages and having gained experience in other construction companies.

All-Russian migration tendencies are becoming relevant now. One of the most common examples is a migration of labor force (specialists without foreign languages) to Moscow. On the other hand those managers from the capital and Europe who speak foreign languages are invited to work in the regions as there is a shortage of such specialists in the Urals region.

 

Conclusion

One may see rapid development of construction not only in Moscow and St. Petersburg but also in the regions and that contributes to the increase of workplaces, higher salaries. Correspondingly employers require more of specialists. Labor market is getting more civilized, more and more employers see their personnel as a strategically important resource of the company. That’s why technologies of personnel search with the help of direct search and headhunting are becoming widespread and the number of regions involved in this process is rising.
